Explore ways through which mixed-use policy can encourage new forms of use to enhance the identity of the district as a multifaceted town centre and international visitor destination.

Example actions:

Refine mixed-use policy to incorporate uses on ground and upper floors that may not conform to traditional land use classification, and recognise the benefits such uses provide as a further acceptable alternative to residential provision where appropriate. Ensure that cultural and leisure uses respond to the varied demographics that the district attracts and are contextually appropriate to their location.
