Carefully balance the approach to management and surveillance of the district to allow opportunities for entertainment and events, while ensuring optimum safety of people in the district.

Example actions:

Design and deliver a management system that supports a district with low crime and high public safety and which successfully optimises the potential of the pedestrian priority areas along Oxford Street.

Increase the sense of community and ownership beyond the retailers and businesses on Oxford Street to include children, teenagers, local workers and local residents who use Oxford Street, by including a wider range of stakeholders in the decision-making process of the designing and programming events that occur on the street.
