Principle 4:

Curate variety in retail, and other public uses, through innovative intermediate uses of buildings and spaces which capitalise on and engage with the development process.

Example actions:

Recommend that planning policy is reviewed to address the temporary use of vacant buildings and sites awaiting planning permission or experiencing a change of management, to facilitate letting to entry-level retailers for short periods of time.

Encourage land-owners to collaborate with existing Oxford Street flagships during this intermediate period to accommodate concept stores - such uses can ensure activity on otherwise blank frontages, as well as creating variety in retail provision for returning visitors to the district.
